For that spine i'd seek advice from the EWBS who are into this weight bow..
    The English War Bow Society

If you haven't already done so have a shufty under thier 'articles' link for some good info on chunky arrows.

I'm not yet strong enough to join that club... but am working on it!

Other than that for my 'war' arrows i have used these chaps... who do chunky arrows...
Spined Arrow Shafts - Nidderdale Archery

Careful as if you want to join the EWBS i think that poplar will make the spine but may fail the weight limits.

Also these chaps do close to what you want..

I think you may have difficulty getting 100Lb spine out of 23/64 shafts and will have to go bigger. Boyton Archery make larger shafts of different woods and their products are sold through a number of outlets including the Longbow Shop, Richard Head Longbows and Carol Archery. If you go to Boyton Archery's site they list the resellers and I believe their contact numbers there.
