Arrows zip straight through sandbags. It would take a surprising amount to stop an arrow, so much you'd have a good chance of losing the arrow in the sand.Serious response... how about sand? If it is slightly damp there would be little pour out of a hole.
If it leaks, one or two layers of the foam from your usual target just inside the bag should keep most if the sand inside.
