Yep that's a gizmo right enough :) Compound have loads of gizmos. That one in particular, as Rik said, is a cable slider. Its purpose is twofold. It is there to pull the cables out of the way of the bow string or the arrows would hit the cables on release. If you look closely the two cables are also separated by it by 2 or 3mm to stop the cables rubbing against each other where they cross. The gizmo will slide up and down the bar as the limbs flex during the draw and shot.

How much this gizmo moves the cables out of the way can cause issues to be aware of. The offset causes the cams to lean. If you have a bow with cable yokes the cam lean can be corrected to some degree. I think on the Stinger you have a single cam and no yoke so you can ignore the offset.
